We will prevent cross-border terrorism: PM

Prime Minister Manmohan Singh Monday said India was determined to prevent cross-border terrorism along its western and eastern frontiers and appealed to Bangladesh and Myanmar not to allow their territories to be used by anti-India rebel groups.

The government of India is committed to protecting its borders to check cross-border terrorism and infiltration, the prime minister said.  Singh was addressing journalists in Assam’s main city of Guwahati at the end of his three-day visit to the insurgency-wracked northeastern states of Manipur and Assam.

The fencing of the border in Jammu and Kashmir has checked infiltration to a large extent. We have sent many representations to Bangladesh and Myanmar not to allow their territories to be used by Indian insurgent groups, Singh said.

He said Myanmar has assured full cooperation in cracking down on rebel bases in that country.

We have got positive assurances from Myanmar but have not succeeded as far as Bangladesh is concerned, but we are not going to lose hope, he said.  Singh said India is concerned at the continued illegal migration of people from Bangladesh, despite Dhaka’s denial to that effect.

We are strengthening border management operations and are speeding up work on raising a fence along the border with Bangladesh to stop the influx of people,

The prime minister repeated his appeal to armed separatist groups in the northeast to shun violence and accept his government’s sincere offer to join in peace negotiations.

Our doors for talks are open to any militant group willing to give up violence. We cannot have talks simultaneously when someone his holding guns, Singh said.

He said informal contacts have been established with the United Liberation Front of Asom (ULFA) by a mediator, but stressed things must take a more concrete shape before a formal peace process could be put in place.

Assam is an integral part of India and there should not be any doubt or question about this, Singh said in response to the ULFA’s demand for including sovereignty as the core issue for holding peace talks with New Delhi.

The ULFA has been fighting for an independent homeland in Assam since 1979.

On Monday afternoon, Manmohan Singh flagged off the first Indian-ASEAN car rally in which 60 vehicles will traverse 8,000 km across southeast Asia before finishing at Batam in Indonesia Dec 11.  The prime minister subsequently left for New Delhi.
